What do you need to rent out a home short-term in Veneto?
Before renting you need the regional code and the CIN; at every arrival, guest registration; periodically, ISTAT reporting and the tourist tax; every year, your tax return.
| When | Requirement | Where | Source |
|---|---|---|---|
| Before you start | Tourist rental notice and regional code (CIR) | ROSS1000, Veneto Region | Veneto Region, in Italian |
| Within 30 days of the regional code (if assigned on or after 2 November 2024) | CIN request; then plaque at the entrance | National BDSR database, Ministry of Tourism | Veneto Region, CIN FAQ, in Italian |
| At every arrival | Guest registration with the police | Alloggiati Web, State Police | Servizio Alloggiati, in Italian |
| Periodically | ISTAT reporting on arrivals and nights | ROSS1000 | Veneto Region, in Italian |
| Every quarter and every year | Tourist tax, where applicable | Municipality | Municipality of Cortina d'Ampezzo |
| Every year | Tax on rental income | Tax return | Italian Revenue Agency, in Italian |
A note on terms: a tourist rental can last from 1 to 364 days, a short-term rental from 1 to 30 days, and in both cases no hotel-style services are provided to guests (source: Veneto Region, CIN FAQ, in Italian).
How do you get the regional code on ROSS1000?
You fill in the tourist rental notice to the Region online, before you start renting. You need both sides of your ID document, the landlord's and the property's details, the rental periods, and the number of rooms and beds, including temporary ones (source: Veneto Region, in Italian).
Once it is confirmed, non-business owners print the notice and send it with a copy of their ID to the municipality: for now, as a transitional step. Business operators send it to the SUAP office instead.
When the regional offices validate the notice, ROSS1000 automatically assigns the property's identification code. For rentals registered from 1 December 2021, the code combines the municipality's ISTAT code, the letters LOC and a sequential number. You can see it by logging into ROSS1000, which only accepts SPID, CIE or CNS, Italy's digital identity systems (source: Veneto Region, in Italian).
How do you get the CIN and where must it be displayed?
The CIN is requested in the national BDSR database, which only accepts SPID or CIE: you enter the regional code, complete the missing details, starting with the land registry data, and obtain the code (source: Veneto Region, in Italian). The CIN does not replace the notice to the Region: you need both.
For regional codes assigned on or after 2 November 2024, the CIN must be requested within 30 days of the regional code being assigned (source: Veneto Region, CIN FAQ, in Italian). The regional display rules are specific:
- a plaque at the outside entrance of the property, clearly visible, preferably white and rectangular, 10 × 3 cm;
- the words "LOCAZIONE TURISTICA" at the top and the CIN below, in black capitals, without adding the letters "C.I.N.";
- in an apartment building, the plaque goes both at the building entrance and on the apartment door;
- if outside display is not allowed, a legible code on the intercom panel is enough;
- the regional code does not have to be displayed: there is no such requirement in Veneto.
The CIN must also appear in online listings: once the deadline for requesting it has passed, the municipality can fine both a missing plaque and a missing code on websites (source: Veneto Region, CIN FAQ, in Italian). The national CIN law, art. 13-ter of Decree-Law 145/2023, also sets mandatory requirements for fire extinguishers and detectors: check them before you start renting (source: Veneto Region, CIN FAQ, in Italian).
The CIN can also be requested by an agent, such as an agency or a manager, on the owner's behalf (source: Veneto Region, CIN FAQ, in Italian). With Vesta it goes one step further: the rental and the codes are registered directly in our name, as explained below.
What has to be reported for every stay?
At every arrival, guests' personal details must be sent to the police, only through the Servizio Alloggiati, within 24 hours of arrival; if the stay is shorter than 24 hours, on arrival (source: Servizio Alloggiati, State Police, in Italian).
Then there is ISTAT reporting: arrivals and nights are sent periodically to the Region on ROSS1000, which can also generate the file to upload to Alloggiati Web (source: Veneto Region, ROSS1000, in Italian). They are two separate obligations: one does not replace the other.
Watch out for missed reports: if guest numbers are not reported for 12 months, the Region can close the registration, and closing it cancels both the regional code and the CIN (source: Veneto Region, CIN FAQ, in Italian).
How does the tourist tax work, for example in Cortina?
Each municipality sets its own tourist tax, so rates, exemptions and deadlines vary: the Region refers owners to the municipal tax office (source: Veneto Region, in Italian). In Cortina d'Ampezzo it works like this (source: Municipality of Cortina d'Ampezzo):
- it is due per person per night, up to 5 consecutive nights, from guests not resident in Cortina; exemptions include children up to their twelfth year;
- whoever manages the property collects it, issues a receipt and reports and pays it to the municipality by the 15th of the month after each quarter;
- an annual return goes to the Italian Revenue Agency by 30 June of the following year;
- the manager is liable for payment even if the guest has not paid;
- the municipality has not joined any agreement with Airbnb: the tax must be collected and paid by the manager on Airbnb bookings too.
| 2026 quarter | Report and payment due by |
|---|---|
| January–March | 15 April 2026 |
| April–June | 15 July 2026 |
| July–September | 15 October 2026 |
| October–December | 15 January 2027 |
What tax do you pay on short-term rental income?
Under the cedolare secca flat-tax regime, short-term rental income is taxed at 26%; the rate drops to 21% for a single property, chosen by the owner in the tax return (source: Italian Revenue Agency, April 2026 guide, in Italian). Two points worth knowing:
- the withholding: intermediaries that collect the rent, whether based in Italy or not, withhold 21% on account and pay it to the tax authority;
- the two-apartment limit: from 2026 the short-term rental regime only applies if you use no more than two apartments for this purpose in a year; above that, the activity is presumed to be a business (the limit was four until 2025).
The Revenue Agency's guide is not advice on your own situation: to choose the regime and file your return, always check with an accountant.
I own a home in Veneto but live abroad: what changes?
The rules are the same, but the practical hurdle is digital identity: ROSS1000 only accepts SPID, CIE or CNS, and the CIN database only SPID or CIE (sources: Veneto Region, tourist rentals and national identification code, in Italian). Owners who live abroad often do not have them.
Then there are the deadlines: guest registration within 24 hours of every arrival, the tourist tax every quarter, periodic ISTAT reporting. From a distance they only work with someone on the ground and someone handling the paperwork.
On tax, the 21% withholding is applied by the intermediary that collects the rent, whether it is based in Italy or not. To understand how that income must also be declared in the country where you live, you need an accountant who knows both systems.
Who handles it if you entrust your home to Vesta?
We do, in a specific way: we register your home's regional code and CIN in Vesta's name. Every filing is therefore our responsibility: if a requirement were forgotten or done wrong, any administrative fine would be Vesta's to pay, not yours.
In practice you do not need SPID for ROSS1000 or the CIN, you do not have to track the quarterly tourist tax deadlines and you do not have to register guests: we do it, together with ISTAT reporting. As the intermediary we also act as withholding agent for the 21% withholding.
If your home is in Cortina, you will find the full service on the page short-term rental management in Cortina d'Ampezzo.
